Dr. Mary Shirley I have known Ken Gartrell and his wife Dona for five years. Ken has lectured at workshops and conferences organized by the Ronald Coase Institute and the International Society for New Institutional Economics and I have talked with him at length on many occasions. I have been greatly impressed with the way Ken combines his broad practical experience and keen intellectual understanding to arrive at deep insights into economics and the law. Ken bridges the gap between the worlds of academic research and commercial transactions. These rare talents, combined with his exceptional ability to connect the dots, to see both forest and tree and put them into a broader conceptual framework, make him an intellectual powerhouse. He and his wife are wonderful, warm people, and it has been delightful to get to know them. Mary Shirley is the President of the Ronald Coase Institute, a non-profit organization dedicated to the proposition that enduring economic reform happens when people better understand the world they live in and devise their own way to lower transaction costs and build markets. Named for Nobel laureate Ronald Coase, a pioneer in the field of institutional economics, the Institute builds the capacity of outstanding young scholars to analyze the rules, norms and policies that govern their societies and communicate that knowledge to policy makers and the public. Mary Shirley has a PhD in economics and worked for over 20 years as a research manager in the World Bank. She is the author of numerous scholarly articles and books on economic development, such as Bureaucrats in Business: The Economics and Politics of State Owned Enterprises and the Handbook for New Institutional Economics. |
